The National Steering Committee On Disaster Response (NSCDR)
In November 2022, His Excellency, the President, Dr. William Samoei Ruto, vide Executive Order No. 2 of 2022, established the National Steering Committee on Drought Response (NSCDR).
On 17th May 2024, amendments were done to Gazette Notice No. 14508 of 2022 establishing the National Steering Committee on Drought Response by renaming it; “The National Steering Committee on Disaster Response.”
The NSCDR is chaired by Chief Executive Officer of Safaricom PLC, Peter Ndegwa.
NSCDR is tasked to mobilize resources to augment national emergency response actions, and coordinate
national response in situations of natural calamities.

Sub-committees of the NSCDR
Finance and Governance
This sub-committee which is chaired by Ms. Jane Karuku, the Chief Executive Officer, East Africa Breweries Limited, constitutes all matters Accounts, Finance, and Audit. Professional services and accounting firms PwC and Ernst & Young (EY) are offering accounting services and audit services, respectively, to the NSCDR. This will ensure that all funds contributed will continue to generate value for Kenyans. Both these firms are offering their services at no cost.
Communications and Awareness
This sub-committee which is chaired by Ms. Patricia Mugambi Ndegwa, Chief Executive Officer, Impact Philanthropy Africa, has been tasked with the responsibility of developing and implementing a Communications, Public Relations, and Public Participation Strategy, thereby providing structure to the NSCDR’s messaging and stakeholder engagement approaches.
Resource Mobilisation
This sub-committee which is chaired by Mr. Paul Rushdie Russo, Chief Executive Officer, Kenya Commercial Bank, has been tasked with the responsibility of developing and implementing a Resource Mobilisation Strategy.
Procurement, Logistics, and Operations
This sub-committee which is chaired by Dr. James Mwangi, Chief Executive Officer, Equity Bank Group Kenya PLC, has been tasked with the responsibility of developing and implementing a cost-effective end-to-end supply chain function, consequently operationalising an effective drought response model.
Sustainability and Resilience
This sub-committee which is chaired by Ms. Krishma Chavda, Head, ISHA Foundation, has been tasked with driving the medium-term to long-term solutions to tackle climate change effects on the country.
